Deck Repair Question

I am looking to update the stairs coming off of the deck of my new home. They are a standard treated lumber. 8 steps in total, standard 36" wide and use 3 stringers. If I am to replace the steps and railing alone..what might this cost me to DIY? What might it cost if I were to use a contractor? I know this is lacking some more information but I don't know much about deck repairs.

Easter in Ukraine

This year for Easter, we ended up going to Ukraine because it was close to my grandfather's birthday (for which my father was also in town). Other than celebrating my grandfather's birthday, we were able to partake in Ukrainian Orthodox Easter festivities. Installing a TV mount, instructions say wood studs need to be 2x4. But I have drywall over concrete, so the studs are really thin. Is there anything I can do?

Quick back story, this is a house where the first floor is CBS concrete (because Florida). The interior walls all have metal studs, but the exterior walls have some kind of thin wood studs. Basically from what I can tell, it's drywall, insulation, then concrete. The "studs", if that's what they are, are only like an inch deep. They are also 24 inches apart instead of the usual 16. I had to use a drill to poke holes to locate them.
